Senate Committee Demands Regional Tariff Comparison for IPP Agreements

ISLAMABAD: The Senate Standing Committee on Energy has directed the Power Division to submit original agreements with Independent Power Producers (IPPs) and a detailed comparative analysis of similar contracts in other countries. This follows a commitment made by the Power Division last week to share these agreements and provide a comprehensive briefing.

The committee, chaired by Mohsin Aziz, is set to meet on August 30 to discuss the matter further. The Power Division, led by Power Secretary Dr. Fakhre Alam Irfan, has yet to finalize whether the briefing will be held in-camera or be open to the public and media.

Power Minister Awais Leghari previously informed the committee that the PTI government had granted special favors to at least seven IPPs through revised agreements intended to provide tariff relief. The Senate Secretariat has requested detailed information on IPPs, focusing on gas and furnace oil-based projects with a capacity of 50 megawatts or more, established since 1992.

The Power Division is expected to provide copies of the original agreements and a comparative analysis of per-unit costs for each plant, particularly in relation to similar projects in the region, especially in developing countries.
